Audio preamplifiers take a line level audio signal (usually left + right analog audio) and tweak it. They may split it to multiple line level signals, switch the output to one of several sources, raise or lower the volume level, mute, etc.
They do not boost the signal level to speaker level audio; then they would be called an amplifier, not a preamp.
