These devices help you test and identify coaxial cables. Look for shorts and opens, as well as figure out which cable is which after they are pulled. Simple...but necessary. Quite often a "wild hair" (piece of shield braid) will wrap itself around the center conductor when you strip the cable. If you don't catch this, it can short out an entire IR system or satellite system, apart from keeping the signal from getting to that one location.
